Neil is co-founder and president of the Institute for Local Self-Reliance, based in Washington D.C. and Minneapolis. Since l974, ILSR has provided research and technical assistance to cities, community organizations and industry in the area of sustainable economic development. Neil specializes in starting and expanding recycling and composting businesses, including building deconstruction and resale social enterprises. He has served as general contractor and training director for HUD HOPE VI and private-sector projects.
